The project has been led by Somerset county councillor for Wells John Osman, who said: "I would like to encourage all residents to read the draft plan and either respond in writing to its contents or to attend the public consultation on the 25th."
The consultation period runs until early December, after which the final plan will be drafted and published.
Copies of the plan are available to download at www.wells.gov.uk and at www.mendip.gov.uk, or for personal collection at Wells Town Hall, Wells Library, Pickwicks and Wells Cleaners.
